The Organization The City of Glendale operates
under a Council-Manager form of government. Citizens elect the
Mayor at large, with the six Council Members elected by geographic
districts. The Mayor and Council Members all serve four-year terms.
The City Manager, Clerk, Attorney, and Presiding City Judge are
appointed by the Mayor and Council. With approximately 1,900
employees and a FY 2020-21 budget of $747 million, Glendale is a
full-service, progressive city. Services include police and fire
protection; water, sewer, and sanitation services; the construction
and maintenance of highways, streets, public facilities, and other
infrastructure; and recreational activities and cultural events.
Maricopa County is one of the fastest growing counties in the
country. Most of the growth in the next 25 years in the Phoenix
area will occur in the West Valley, with Glendale at the epicenter.
In 2016, voters approved Envision Glendale 2040, an update of the
Citys General Plan. The Position The Assistant
City Attorney reports to the City Attorney and provides legal
counsel and representation to the various City departments and City
officials. *Applications will be accepted until a
sufficient amount is received.__ Essential Functions
1. Provides general counsel to city departments. 2. Prepares legal
opinions for departments, including investigation of facts, legal
research and the preparation of memoranda. 3. Attends meetings of
City Council, boards, commissions and committees and provides
advice and legal interpretation. 4. Represents the City in
litigation involving utility, water resource, and environmental
matters. 5. Conducts defense of challenges to City Council actions
and liability claims against the City including negotiating with
adverse parties, conducting discovery, preparing disclosures,
preparation of witnesses and exhibits, and conducting trial and
post-trial appellate proceedings. 6. Defends and responds to
non-judicial claims against the City and its employees including
investigation, legal research and negotiations with claimants. 7.
Provides contact with citizens and other attorneys including
writing letters, telephone calls and personal meetings to respond
to complaints and requests for information. 8. Performs other
related duties as assigned. Minimum Qualifications/Special
Requirements/Success Factors Graduation from an accredited school
of law and two years of experience in the practice of law.
Preferred candidates will have civil litigation experience
defending government entities. Special
Requirements Admission to, and good standing with, the
Arizona State Bar is required. Candidate must have an active
Arizona State Bar license. Valid Arizona driver's license. *Any
equivalent combination of training and experience that provides the
required knowledge, skills and abilities is qualifying.
Knowledge of: Local, state, and federal law,
particularly in relation to City government and a comprehensive
knowledge of judicial procedure and rules of evidence. Principles,
practices, and methods of legal research and sources for legal
reference. Ability to: Propose and present cases
in an effective manner. Communicate effectively in writing.
Negotiate non-judicial claims in an effective manner. Establish and
maintain working relationships with employees, court officials,
attorneys and the general public. Salary: $88,800.00 -
