RESPONSIBILITIES:

The Director of Behavioral Health will hold a key leadership role at Eggleston. Reporting to the Assistant Executive Director, the Director of Behavioral Health is responsible for the leadership, vision, and innovation for all behavioral health operations, policy, clinical services, and strategic planning. With a total of 30 staff, the Director of Behavioral Health oversees the work of the Lead Quality Assurance Manager, the Outpatient Clinical Supervisor, the Outpatient Support Services Supervisor, the STRTP Clinical Supervisors, the STRTP Support Services Manager, and the Billing Clerk. During a time of department growth, the Director of Behavioral Health will manage the expansion of mental health services and establish and direct priorities for division projects and new initiatives including efforts driven by the Department of Mental Health. Specific responsibilities include:

* Manage the overall operational, budgetary, and financial responsibilities and activities of all behavioral health sub-program budgets; be responsible for productivity and financial performance of programs; lead efforts for clinical revenue enhancement including charge capture, revenue cycle and grants maximization.

* Participate in proposal development and new project development by participating in work groups, developing project budgets and project objectives in collaboration with designated program development staff and the Grant Manager.

* Be responsible for the management, coordination, planning, and evaluation of the diverse functions and activities of specified programs, grants, contracts, and locations.

* Direct the facility site recertification process with the Department of Mental Health.

* Assure ongoing communication and reporting with outside funders such as the Department of Mental Health and other city, state and federal funders.

* Plan, evaluate and improve the efficiency of processes and procedures to enhance quality, efficiency and output; understand and analyze relevant data to assist in meeting specific program objectives; assure that appropriate protocols for continuous improvement are established in behavioral health services and monitor ongoing compliance with quality assurance standards for behavioral health.

* Serve on the agency's committees including the Quality Assurance and Compliance Team, Administrative Committee and Strategic Planning Committee.

* Participate in statewide associations, service area meetings and planning groups, and serve as liaison to outside behavioral health facilities, area schools and community agencies.

* Coach, mentor and develop clinical and support staff, including providing career development planning and opportunities.

* Recruit and on-board behavioral health staff; provide effective performance feedback; set goals and objectives for all program services within the division and monitor the achievement of goals.

The candidate will operate with integrity and discretion, have strong analytical skills, be an excellent communicator, both verbal and written, and be a good planner with excellent attention to detail. The successful candidate should demonstrate attention to and implementation of best practices.

The Director of Behavioral Health will have a transparent, open and engaging style that encourages creativity and engenders trust while balancing action and results with empathy and servant leadership. The Director will be an astute listener who is responsive, accessible and open to the ideas and opinions of others. A positive attitude and the ability to inspire others and positively contribute to staff morale and engagement will be valued. Candidates must have demonstrated leadership skills in creating and managing diverse teams of professionals.

The successful candidate will articulate a strong commitment to and understanding of Diversity, Equity and Inclusion. Additionally, the Director of Behavioral Health will demonstrate sensitivity to the different cultures represented among the children, their families and staff.

CAREER TRACK LEADING TO THIS POSITION:

Candidates will have a minimum of four years of leadership experience in the development of child service programs and administration of grant and contract funded programs. The successful candidate should have a general knowledge of the regulations governing child welfare and mental health agencies. Being skilled in financial planning, regulatory guidelines, contract management and applicable laws and regulations pertaining to the Department of Mental Health is essential. Experience developing strategic plans and fiscally sound programs is strongly preferred.

It will be important for candidates to have an appreciation for, and ideally experience working with youth residential and children's programs, diverse populations and implementing trauma informed services and philosophies. Experience working with county and state funding agencies would be beneficial. Experience working in California is preferred.

EDUCATION:

A Master's Degree in social work, health care, psychology or related field is required. LCSW or LMFT certification in the state of California is also required.

COMPENSATION:
